It met inWashington, D.C. fromMarch 4 1931 toMarch 3 1933 , during the last two years of the administration of U.S. PresidentHerbert Hoover .The apportionment of seats in this House of Representatives was based on the Thirteenth Census of the United States in 1920. Both chambers had a Republican majority.
