Lockesburg, Arkansas , Wingo attended public and private schools and Union Female College,Oxford, Mississippi .She was graduated from Maddox Seminary,Little Rock, Arkansas , in 1901.She moved toTexarkana, Arkansas , in 1895 and toDe Queen, Arkansas , in 1897.Wingo was elected as a Democrat on
November 4 ,1930 , to the Seventy-first Congress to fill the vacancy caused by the death of her husband, Otis Theodore Wingo, and on the same day was elected to the Seventy-second Congress and served fromNovember 4 ,1930 , toMarch 3 ,1933 . She was not a candidate for renomination in 1932. Co-founder in 1934 ofNational Institute of Public Affairs ,Washington, D.C. She engaged in educational and research work.She was a resident ofDe Queen, Arkansas .She diedSeptember 19 ,1962 , inBurlington, Ontario , Canada, while visiting her son.She was interred inRock Creek Cemetery , Washington, D.C.References
