Early life and career
Miller was born in
California and raised in Las Vegas. He graduated in 1962 fromLas Vegas High School .While still a teenager, Miller and partner Keith Austin built and operated the
Teenbeat Club . Austin eventually moved toSouthern California , where he continued his career in the recording industry. From 1974 through 1982, Miller was a certified

Las Vegas City Council member for Ward 1, which included the downtown area, from 1987 to 1991. Instead of running for reelection, he ran for mayor, which he lost.
