Sir Edward Stafford Howard KCB (
28 November 1851 -8 April 1916 ), was a British Liberal politician.A member of the influential
Howard family , he was the second son of Henry Howard, son ofLord Henry Howard-Molyneux-Howard , younger brother ofBernard Howard, 12th Duke of Norfolk . Henry Howard was his elder brother andEsme Howard, 1st Baron Howard of Penrith , his younger brother. His mother was Charlotte Caroline Georgina, daughter of Henry Lawes Long. He entered Parliament as one of two representatives for Cumberland East in 1876, a seat he held until 1885 when the constituency was abolished, and then represented Thornbury until 1886, when he was defeated. He served briefly asUnder-Secretary of State for India from April to July 1886 inWilliam Gladstone 's shortlived third administration. Howard was later Senior Commissioner of HM's Woods and Forests and served as Mayor of the town ofCilymaenllwyd from 1913 to 1916. He was appointed a CB in 1900 and a KCB in 1909.Howard married firstly Lady Rachel Anne Georgina, daughter of
John Campbell, 2nd Earl Cawdor , in 1876. After her death in 1906 he married secondly Catherine Meriel, daughter ofSir Arthur Cowell-Stepney, 2nd Baronet , in 1911. There were children from both marriages. His son from his first marriage, Sir Algar Howard, was an officer at arms at theCollege of Arms inLondon . Howard died in April 1916, aged 64. Lady Howard served the remainder of his term as Mayor of Cilymaenllwyd. She later assumed the additional surname of Stepney and died in 1952.References
