7 January 1952 inHammelburg ) is a German Member of Parliament of the Green Party who framed theGerman Renewable Energy Sources Law , together withHermann Scheer . The law, ratified on 25 February 2000, guarantees cost-coveringFeed-in Tariff s for electricity frombiomass ,wind power , andsolar power , and aims to increase the percentage ofrenewable energy used inGermany by the year 2010. InTaiwan , following Fell's television appearances and talks with individual policy makers, the government announced the withdrawal of its plans to build the country's fourth nuclear power plant, and its intent to phase out nuclear power by 2020.
