He currently serves as the Minister of Tourism, Culture and Recreation in the cabinet of Kathy Dunderdale
Dalley has represented the district of The Isles of Notre Dame in the House of Assembly since 2007. Before entering politics Dalley worked as a guidance counselor and principal.

Early life
Dalley was born in Twillingate, Newfoundland and Labrador and moved to Springdale until the age of 14 at which point he moved back to Twillingate. He graduated from Memorial University of Newfoundland with Bachelor of Arts and Bachelor of Education in 1987. Dalley started his career as a social worker in Twillingate. After a year he moved to education and became a guidance counsellor for several schools on the Baie Verte Peninsula. He moved back to his hometown where he continued his career in education in various capacities, including principal of Inter Island Academy of New World Island and guidance counsellor and principal of J. M. Olds Academy of Twillingate.[1]
Politics
In the 2007 provincial election, he defeated Liberal Party leader Gerry Reid in the district of The Isles of Notre Dame by 12 votes. He is a member of the Progressive Conservative Party.
On April 9, 2009, Dalley was appointed Parliamentary Secretary to the Minister of Education. On January 13, 2011, he was appointed to cabinet as Minister of Business.[2]
