As one of theWestern Communities or West Shore municipalities outside Victoria, Highlands has a population of 1,674. The region stretches along theStrait of Juan de Fuca shoreline fromEsquimalt Harbour to Rocky Point. One of the more remote and undeveloped areas of theCapital Regional District , it is one of its newest municipalities, having for many years been an unorganized area under provincial jurisdiction.Although the area is seen as a target for residential expansion of the
