Born on 28 December 1957, in Gratiesti village, Chisinau municipality, in a family of peasants.
In 1975 - finished a secondary school nr.1 in Chisinau,
In 1980 graduated Technical University, specialty power engineering.
In 1980- worked as an engineer-constructor at the Tractor’s Factory.
1981–1992 — held various eligible positions in the Union of Communist Youth of USSR(Comsomol).
1987–1988 — instructor in CC of Communist Party of Moldova.
1989–1991 — elected as deputy in the Supreme Soviet of URSS.
1992–1995 — General Deputy Director of “Moldova EXIM” Association.
1995–1997 — General Director of the Department for Foreign Economic relations of the Ministry of Finance.
1997–1999 — Deputy Minister, Deputy-Minister of Economy and Reforms.
December 1999–April 2001 — Prime Minister of the Republic of Moldova.
Since 2001 — deputy in Parliament of the Republic of Moldova.
Since 2006 — chairman of the Social Democracy Party.
