Douglas Dean Nygren, (born June 30, 1955) is a fish and wildlife conservationist in the United States.
He served as President of the Kansas Chapter of the American Fisheries Society in 1988, past Chairman of the Mississippi Interstate Cooperative Resource Association from 2004-2005, and current Fisheries Chief of the Kansas Department of Wildlife and Parks.
Biography
He was born in Holyoke, Colorado, graduated from Sharon-Mutual High School in Mutual, Oklahoma, received a Bachelor of Science degree from Missouri State University in fish and wildlife conservation in 1979.
Career
Nygren has served as Kansas Fisheries Chief since 1996, and led the effort to improve and protect Kansas' fisheries resources. Many new programs were initiated since 1996 including, a well funded Urban Fishing Program, Community Fisheries Assistance Program that removed additional fees to fish at city and county owned waters, Trout Program, F.I.S.H. Program (leasing private waters for public fishing), and an Aquatic Nuisance Species Program to battle invasive species threatening Kansas.
Nygren coordinated fisheries research efforts with the Kansas Cooperative Fish and Wildlife Research Unit at Kansas State University, working closely with the fisheries scientist to select practical research projects that led to improvements in fisheries management activities.
Nygren also led many efforts to make the Department more efficient and effective by utilizing emerging technology. Nygren developed in-the-field electronic data capture capabilities using hand held computers. He created web-based programs that eliminated the need for paper copies of data and reports. Nygren led a committee to automate license and permit sales to improve public service, allow more understanding of constituent desires, and more efficient collection of revenue.
Nygren implemented state-of-the art hatchery enhancements such as climate controlled largemouth bass spawning facilities that allow earlier spawning of bass to enhance survival in the wild upon release. He utilized triploid technology that allowed the use of sterile hybrids to reduce risk of hybrids back-crossing with wild fishes, thereby protecting the genetic integrity of native fishes.
