The 23rd district covers
Los Angeles ' wealthiest neighborhoods including a large portion ofWest Los Angeles andMid-Wilshire . This district also connects to some poorer neighborhoods in Ventura County. Though it is mostly urban, some portions are distinctly rural, particularly in theSanta Monica Mountains .The Los Angeles County portion of the district includes four cities in West Los Angeles: Santa Monica, Beverly Hills, West Hollywood, and Malibu. Neighborhoods in the city of Los Angeles in the district include Pacific Palisades, Brentwood, Bel Air, Beverlywood, Westwood,
Carthay Circle , Fairfax, Melrose, and Olympic Park.The
San Fernando Valley communities of Woodland Hills, West Hills, Canoga Park, Tarzana, Encino, Sherman Oaks, and Studio City also are entirely or partly in the district. It also contains four cities in theConejo Valley portion of Los Angeles County: Agoura Hills, Hidden Hills, Westlake Village, and Calabasas.The Ventura County portion includes the cities of Oxnard and Port Hueneme.

Before and after, the 23rd was a West Los Angeles/south San Fernando Valley seat. However, redistricting removed portions of West Los Angeles in the Century City area and added Oxnard and Port Hueneme in Ventura County.
