The Presbyterian Reformed Church at Epping has a leadership that is made up of 4 elders (including the minister), together with 3 deacons. Each office bearer must adhere to the Westminster Confession of Faith of 1647, with some small amendments. The Church encourages the ministry of all members.

Before his appointment to Epping, Arthur and his family served as missionaries in the Fiji Islands for 13 years. During this period, he served on the Faculty of the Fiji College of Theology and Evangelism as Academic Dean and lectured in
Systematic Theology andOld Testament . Alongside of lecturing, Arthur was involved in planting an indigenous church and training its own elders. He also has lectured and preached inCook Islands ,Tonga ,New Zealand , as well as Australia.Arthur was set apart as minister of the Epping congregation in March 2006 and is also Principal of John Knox Theological College, of the Presbyterian Reformed Church of Australia. Arthur has theological degrees from Australia, the
United States , and theUnited Kingdom , which includes a Ph.D.ee also
