Puebla de Zaragoza, Puebla, 1936-), was Mexican Secretary of the Interior[1] during the six year term of Miguel de la Madrid, from December 1, 1982 to November 30, 1988. During the first years of the Carlos Salinas government he was Secretary of Public Education, position he left after being nominated by the PRI as candidate to Governor of Puebla. His father, Manuel Bartlett Bautista, was governor of Tabasco. In 1999, he participated in the PRI's internal race for a presidential candidadate. This position, nevertheless, was won by Francisco Labastida, who represented Institutional Revolutionary Party in the electoral race for July 2, 2000.
Elected Senator for a 2000 - 2006 term he became one of the most iron defenders of the state property on the power resources. On May 27, 2006, Manuel Bartlett declared that in view of the low possibility of PRI candidate to the Presidency, Roberto Madrazo winning and he would vote for Andrés Manuel López Obrador to avoid a right-wing victory. Madrazo and the PRI's national leader Mariano Palacios have condemned these declarations and announced the possible expulsion of Bartlett from the party, to which he responded that in that case he will proceed against both leaders PRI members.
