Fifth European Community Framework Programme

Fifth (EC) Framework Programme or FP5 covered the five years period (1998–2002) with a focus on such areas and objectives that combined social, economic, cultural, technological, and industrial aspects.

The objective of the programme was to help resolve the Community issues and respond to the socioeconomic challenges in the wake of a growing EU. The concept of "Key Actions" was introduced in this respect to identify the concrete problems and then resolve them through multi-disciplinary approaches.

Elements of the Fifth programme

The overall programme for the period 1998-2002 comprised of two distinctive parts:
* the Fifth European Community Framework Programme to cover Research, Training, Technological Development and Demonstration activities
* the [http://cordis.europa.eu/fp5-euratom/home.html Fifth Euratom Framework Programme] that covered research and training activities in the nuclear sector.

Thematic structure of FP5

The programme structure is multi-thematic that consists of seven Specific Programmes with four Thematic and three are Horizontal programmes:

* Thematic Programmes
** Quality of Life, Quality of Life and management of living resources
** IST, User-friendly information society
** GROWTH, Competitive and sustainable growth
** EESD, Energy, Environment and Sustainable Development

* The Horizontal Programmes complemented the Thematic Programmes by responding to common needs across the research areas
** INCO 2, Confirming the international role of Community research
** INNOVATION/SMEs, Promotion of innovation and encouragement of SME participation
** IMPROVING, Improving the human research potential and the socio-economic knowledge base
