Henry Moor (1809 – May 1877) was the second Mayor of Melbourne, Victoria, Australia.

Moor was born in Greenwich, Kent, England. Educated at Rev. Charles P. Burney's school, Greenwich, he was admitted as an attorney, Court of Common Pleas, Lincoln's Inn on 12 November 1831.

Moor arrived in Melbourne in February 1842. He was admitted as an attorney, solicitor and proctor in the Supreme Court of New South Wales in April 1843.Preceded as Mayor by Henry Condell, he served his first term from 1844 to 1845, and was succeeded by Sir James Frederick Palmer. His second term followed from 1846 to 1847.
