Noor Uthman Muhammaed is a citizen of Sudan, held in extrajudicial detention in the United States Guantanamo Bay Naval Base, in Cuba. Muhammed's Guantanamo detainee ID number is 707.The Department of Defense reports that Muhammed was born in Kasala sic, Sudan.

When the DoD released an official list of all the captives who had been held in Guantanamo, in military custody, they reported their birth date, or an estimated year of birth, for all but two dozen or so captives. Captive 707 was one of those whose age they neglected to estimate.

Background

Captive 707 is a citizen of Sudan who described working as an instructor at the Khalden training camp, in Afghanistan, from the mid-1990s, until it was shut down in 2000. He denies membership in al Qaida or the Taliban, and described the Khalden camp as being an independent camp.

Joint Task Force Guantanamo counter-terrorism analysts describe him as being a senior member of al Qaida's leadership cadre.

Initially the Bush administration asserted that they could withhold all the protections of the Geneva Conventions to captives from the war on terror. This policy was challenged before the Judicial branch. Critics argued that the USA could not evade its obligation to conduct competent tribunals to determine whether captives are, or are not, entitled to the protections of prisoner of war status.

Subsequently the Department of Defense instituted the Combatant Status Review Tribunal. The Tribunals, however, were not authorized to determine whether the captives were "lawful combatants" -- rather they were merely empowered to make a recommendation as to whether the captive had previously been correctly determined to match the Bush administration's definition of an enemy combatant.

] The memo listed the following allegations against him:

*Noor replied to the allegation that a senior al Qaeda lieutenant provided him with a Somali passport by saying: "I don't have a Somali passport, I don't have a passport, I don't have anything."
*Noor replied to the allegation that a senior al Qaeda lieutenant ran the safehouse where he was captured by saying: "As far as that point is concerned, I don't know anything about this house sic. What I know is that I know Abu Zubayda sic was the person in charge of that safehouse sic. He is the person that told me sic go to that place until he made the traveling arrangements."
*Noor denied involvement with the Taliban. He said he had never carried arms with them. He said he didn't believe in the merits of their policies.

Testimony for Moazzam Begg

The documents released from Moazzam Begg's Combatant Status Review Tribunal contain a briefaffidavit from Mohammad Nour, a detainee identified with detainee ID number 707.The affidavit states::"I have not seen this man before."

The affidavit is dated
November 10 2004.Nour didn't sign it himself. Begg'sPersonal Representative appended a notestating::"I certify that the detainee, ISN 707, stated the above and could not write his signature. Detainee was shown sic photo of ISN 558.:Moazzam Begg is detainee 558.

Administrative Review Board hearing

Detainees who were determined to have been properly classified as "enemy combatants" were scheduled to have their dossier reviewed at annual Administrative Review Board hearings. The Administrative Review Boards weren't authorized to review whether a detainee qualified for POW status, and they weren't authorized to review whether a detainee should have been classified as an "enemy combatant".

They were authorized to consider whether a detainee should continue to be detained by the United States, because they continued to pose a threat -- or whether they could safely be repatriated to the custody of their home country, or whether they could be set free.
