He is an alumnus of East Carolina University.
Signed as an amateur free agent by the St. Louis Cardinals in 1981, Hartley would make his Major League Baseball debut with the Los Angeles Dodgers on September 10, 1989, and appear in his final game on September 24, 1995. In 1994, he pitched in Japan for the Chiba Lotte Marines.
From 2005-2007, Hartley was an assistant and pitching coach for the independent Reno Silver Sox. In 2008, he was the head coach and a pitcher for the Heidenheim Heideköpfe a German first league team.[1]
