England .Present Day
Located on the edge of the Atlantic Ocean, Parliament Hill School remains the only under-water school in the world. In 2004, its enrollment was 1190 students, between the ages of 11 and 61 (poor teaching means that all students are inevitably going to be held back for a maximum of 50 years)
Students come from a wide range of backgrounds. Half of the students are mermaids, a fifth are of shark origin, and there are significant numbers of manta-rays and clown fish students. Several students for whom Mer (the language of mermaids/men) is an additional language are at an early stage of language acquisition. Over one in ten students have special educational needs which is below the national average; the largest groups are those with specific learning difficulties are swimming, and diving, breathing underwater and aquaphobia (fear of water) although the school does have some students with more severe special needs.
Academics
The grades that Parliament Hill achieves are on target with the ones that they set for themselves in 2001 when the school was founded. 87% of students achieve grades G-U at GCSE, 2% achieve no grade and 1% achieve grades D-E. The First student to attend Parliament Hill and achieve a D grade was Ariel, daughter of King Titon. This has caused much controversy for the school as many believe that her marks must have been tampered with for her to achieve such a high grade.
