Frank S. Niceley

Frank S. Niceley serves in the Tennessee House of Representatives, representing District 17 which encompasses parts of Knox County and the majority of Jefferson county. A native of the district, Niceley was born on March 3, 1947 in Knox County. It is here that Niceley was raised around agriculture. After graduating Jefferson County High School and then from the University of Tennessee, he and his wife, Cindie, moved their residence to neighboring Jefferson County, where he began his career as a farmer and businessman.

Tennessee Legislature

Niceley served as a Tennessee Legislature from 1988 to 1992. During his time as a State Representative, he has been a member of the 96th, 97th, and 104th General Assemblies. Beyond that he has been a member of the House Agriculture Committee, the House Conservation and Environment Committee, House Environment Subcommittee, and the House Parks and Tourism Subcommittee.

Locally, Niceley serves with the Farm Bureau, which enables financial services to farmers. He also is a member of the National Rifle Association, as well as an active board member of the East Tennessee Historical Society, located in Knoxville.

Many organizations endorse and support Niceley and his efforts while serving. Among them are the National Rifle Association, the State Employees Association, Tennessee Right to Life, Tennessee Conservative PAC and the Tennessee Conservative Union. Local organizations include the Knoxville fire fighters as well as Knox County Sheriff Tim Hutchison.

Niceley is very much respected within his district and it is his goal to be the most effective for his people. Many of his main issues are directly from his area. He vows to oppose any form of a state income tax and stands strong with his supporters in the Tennessee Conservative Union whose strongest point is the opposition of the state income tax. He is devout in making funding much more readily available for more rural areas such as Jefferson County, but not taking away from the already advanced cities like Knoxville. He is also a strong supporter of better education within the middle school age. He feels that this age is the most crucial age in which a student will either be more positively or negatively effected by the education system. He is an avid supporter of the TennCare reform being persuaded by Tennessee’s Governor Phil Bredesen. Niceley also believes strongly in restoring the Rights to Life safeguards within the state constitution.

One of Niceley’s strongest points is the environment. He has been a remarkable leader in the state to make Tennessee a much more environmental friendly state. In the 1980’s Niceley defeated a mass burn incinerator being proposed for Knoxville. He has been a strong supporter and encourager of the use of ethanol in gasoline in order to reduce air pollution within his district. It is agendas like these that have enabled Niceley to win strongly the public attention and more importantly their votes in recent years.
