February 4 ,1943 in Philadelphia,Pennsylvania ) is an American politician and was formerly a member of the Maryland House of Delegates. Leopold was elected as a Republican for the Anne Arundel County Executive 2006 election.Leopold represented
Maryland 's District 31 from 1983 to 1991 and from 1995 to 2006. Leopold unsuccessfully challengedPhilip C. Jimeno for a Senate Seat in 1990.Before moving to Maryland, Leopold was a long-time resident of
Hawaii . He served in theHawaii State House of Representatives from 1970 to 1974 and theHawaii State Senate from 1974 to 1978. Leopold was a losing candidate as the Republican nominee forGovernor of Hawaii in 1978.Leopold has said he was on the short list of choices to be the
running mate of Maryland gubernatorial candidate Ellen Sauerbrey in 1998 and of gubernatorial candidateBob Ehrlich in 2002, but he was not selected.County executive
Leopold's first task as county executive was to create a new budget. County superintendent of schools
Kevin Maxwell recommended an increase in education funding by $135 million, to take schools from "good to great." But Leopold, being a fiscal conservative, refused to raise local income taxes, which would be required to support such a massive increase. Although he did end up raising education funding by 6%, Leopold cut many other county programs, including one grant program from $5 million to $1.7 million.
