On May 15,2008 the President Dahir Riyale Kahin with a second presidential press statement ([1]) declared the thirteenth state of Somaliland, state of Hawd.New State Capital Annexed Gabiley Gabiley Maroodi Jeex Maakhir Badhan Sanaag Cayn Buhoodle Togdheer Salal Zeila Awdal Sarar Caynaba Sool Odweyne Odweyne Togdheer Hawd Baligubadle Maroodi Jeex Somaliland is under heavy impact, with border problems with Puntland, which is part of the Transitional Federal Government
