Seat belt use rates in the USA

Seat belt use rates in the USA have been rising steadily since 1984. The following list shows the increase between 1983 and 2006.
National percentage of people wearing seat belts:

The only years in which the rate did not increase or stay the same were 1999, when seat belt use dropped two percent, and 2006, when seat belt use dropped one percent.
