Marcela Guerra Castillo

Marcela Guerra Castillo (born November 7, 1959) is a Mexican politician from Nuevo León, and is affiliated to the Institutional Revolutionary Party (PRI). She currently is a Congresswoman representing the Fifth Federal District of the state of Nuevo Leon in the LXI Legislature of the Mexican Congress.

Early life

Marcela Guerra was born on November 7, 1959 in Monterrey, Nuevo Leon, Mexico, she studied at the Monterrey Institute of Technology where she graduated from the Business Administration School.^[1] With studies in Civilization History at the Institut Catholique de Paris in France. She is married to Mentor Tijerina, renowned political consultant and professor of political science from the Mexican State of Nuevo Leon.^[2]

She began her professional career in the public service as the head of different cultural institutions of Nuevo León including the Monterrey City Theater, she served as director of the extinct Museum of History of Nuevo León from 1991 to 1994, and then she served as subhead of the Monterrey Museum of Mexican History.

Political Party Career

In 1977 she became a member of the Institutional Revolutionary Party (PRI), where she has held the following positions ^[3]:

-Secretary of the Comitee on Women at the Colosio Foundation. (1996)

-Political Advisor of the State Executive Committee of the Party in Nuevo Leon. (1997)

-Advisor of the municipal party in Monterrey, Nuevo Leon. (1998)

-Movement leader of the Citizen Liaison at the National Confederation of Popular Organizations.

-Secretary of attention to vulnerable groups at the National Confederation of Popular Organizations.

-Secretary to the National Progresist Liberal Political Asociation. (2000)

-Deputy Secretary General to the President of the State Executive Committee in Nuevo Leon. (2001)

-President of the Citizens Causes Commission the Political Council of the State Executive Committee. (2002)

-National Political Advisor. (2002)

-Secretary of the National Confederation of Popular Organizations in Nuevo Leon. (2007–2009)

She has been five times candidate for his political party running for office, two times for the state Congress (1997 y 2000), Two times for the federal Congress (2003 y 2009) and one for the Senate. (2006).

Political career

LXIX legislature of the State Congress of Nuevo Leon

From 2000 to 2003 she was a State Congresswoman ath the LXIX Legislature of the State Congress, representing the 8th District from the city of Monterrey. She was in charge of the following commissions:

-President of the Congress and Human Development committee;

-President of the first commission of the Treasury;

-President of the Municipal development committee;

-President of the Public bill supervision and citizens causes;

-Secretary to the third commission of the Treasury.

LIX legislature of the Mexican Congress

From 2003 to 2006 she was a federal Congresswoman on the LIX Legislature of the Mexican Congress representing the 5th district of the state of Nuevo Leon. She was in charge of the following commissions:

-Secretary of the Board of the Permanent Commission;

-Secretary of the Committee on Radio, Television and Filmmakers;

-Member of the commissions of: Public Function, Supervision and Audit of the Federation, Science and Technology, Culture, and special commission to the Public Function.

LXI legislature of the Mexican Congress

She currently is serving her term as Congresswoman in the LXI Legislature of the Mexican Congress representing the 5th district of the state of Nuevo Leon. Where she currently serves on the following committees:

-Secretary of the Supervision and Audit commission to the federation;

-Member of the Equity and Gender commission;

-Member of the Government Commission.

She is also a member of the Center of Studies for the advance of women and gender equity.

As a member of the Inter-Parliamentary Union she has participated in several international forums legislating in favor of women.

Books

She is the author of the books Crisol del temple, la historia de la fundidora de hierro y acero de Monterrey.^[4]
