Residents in Ratanakiri have a poor access to electricity. Only 3,529 housholds out of 27,396 total households in the province can access to electricity- a percentage access of 12.8%. Only residents in the 3 towns (Banlung, Lumphat, and Veun Sai) can have electricity. O Chum 2, commissioned in 1993, is a 1 MW mini-hydropower plant located in the north-east of Ratanakiri province. It is owned and operated by the Cambodian government and has an estimated annual generation output of between 2.2-2.5 GWh[2]
