It was established in 2006 with the objective manufacturing 150 passenger locomotives in cooperation with Siemens AG. MLC is a subsidiary of MAPNA, a company engaged in power, oil and gas, railroad and other industrial projects.

This is equal to a load of 21,375 metric tons per axle max. The machine can operated from temperatures from - 25 °C to + 50 °C (+ 55 °C with performance restrictions)
