You can test and debug on Windows, and can also do "device builds", which allow you to use iTunes and the DragonFire SDK Build Center to test out your applications on your iOS device.

History
Before DragonFireSDK, Zimusoft primarily created computer simulation software for Texas Instruments and Nokia. After one of the 3-5 employees noticed the absence of a Windows iPhone SDK, they began to develop the SDK in beta. At first, the system would only work on jailbroken devices, but the "Build Center" fixed this by allowing a way to port your code written on Windows to their Macintosh computer, have it compiled there, and sent back to you to be tested on the actual device.
