Dr. P.V. Ramesh (also known as P. Venkata Ramesh Babu) (Telugu:డా.పెనుమాక వెంకట రమేష్;1959- ) is an IAS officer from the 1985 batch recruited from Andhra Pradesh.[1] During his career, spanning over 25 years, he worked with the state government of Andhra Pradesh, the central government of India and the United Nations Organization. While working with the United Nations Organization he was responsible for project design, supervision, monitoring, evaluation, fund administration of rural development and poverty alleviation projects funded by IFAD, UNDP, UNODC, UNFPA, in several countries such as Afghanistan, Bangladesh, Bhutan, India, Indonesia, Iraq, Kenya, Maldives, Malaysia, Myanmar, Nepal, Philippines, Sri Lanka and USA.[2] During his stint with UNO, he worked in very high profile positions such as Country Programme Manager IFAD in Sri Lanka, Coordinator and Acting Director of UNOPS Regional Office for Southern and Eastern Africa based at Nairobi, Kenya, and Country Representative for UNFPA in Kabul, Afghanistan to mention a few.[2]

  • On Aug 1st, 2011 Dr.P.V. Ramesh was transferred to Youth Affairs and Culture Department. Deccan Chronicle paper noted that this was an insignificant assignment for Dr. P.V. Ramesh given his valuable knowledge, vision and experience as a reformer of health sector in Andhra Pradesh and abroad.[15]

  • June 22, 2010 : He was instrumental in bringing a funding of £40 million from the Department for International Development of the UK for Andhra Pradesh State Health Reform Programme which was launched in 2007. It brought about a significant improvement in the health sector, and hence is being considered for replication in other states.[16]
  • Sep 23, 2010 : He called for the focus to be back on primary and secondary health care in Andhra Pradesh so that the scheme Aarogyasri which is benefiting corporate hospitals can be set right.[17]
  • Nov 15, 2010 : He recommended setting up a commission to study suicide trends in Andhra Pradesh. The idea of a suicide help line is also being considered.[18]
  • Nov 17, 2010 : In his keynote address at Healthcon-2010, he urged industry to participate and partner for universally accessible health care in Andhra Pradesh.[19]
  • Nov 23, 2010 : He opposed underage marriage in Andhra Pradesh.[20]
  • Nov 27, 2010 : Improvement in hospital baby deliveries noted in the state of Andhra Pradesh due to massive increase in health workers. More women opt to deliver at hospitals than at home.[21]
  • Dec 2, 2010 : He tried to assure and appease agitating staff of Health Management Research Institute (HMRI). HMRI staff demanded the AP state government to take over 104 services as it is being funded hundred percent by the state government after the satyam debacle.[22]
  • Dec 3, 2010 : He commented on the expansion of Hyderabad city hospitals to other parts of India saying that public health institutions are unable to meet the demand and hence, private hospitals have huge opportunities.[23]
