Richard T. McCormack

Richard Thomas "Dick" McCormack (b. 1941) was United States Ambassador to the Organization of American States from 1985 to 1989 and United States Under Secretary of State for Economic and Agricultural Affairs from 1989 to 1991.

Biography

Richard T. McCormack was born in Bradford, Pennsylvania on March 6, 1941. He was educated at Georgetown University, receiving a B.A. in 1963. He then attended the University of Fribourg, receiving a Ph.D. in 1966.

After graduate school, McCormack initially took a job on the staff of the Peace Corps. In 1968, he joined Philco-Ford as Director of Operations Research for South Vietnam. In early 1969, McCormack served as special assistant to former Governor of Pennsylvania William Scranton at the Intelsat negotiations at the United States Department of State. Later in 1969, he joined the Executive Office of the President of the United States, serving in a number of capacities, including as a member of the President's Advisory Council on Executive Organization. He was largely responsible for drawing up the plans that created the White House Council on International Economic Policy. He left the Executive Office of the President in 1971, but remained a consultant to the White House Council on International Economic Policy. He spent 1974 as Deputy to the Assistant Secretary of the Treasury for International Economic Affairs. He then served as a consultant to the White House Office of the Special Trade Representative, here he analyzed potential international commodity agreements..

McCormack spent 1975-77 as a scholar at the American Enterprise Institute. In 1979, he became legislative assistant to Sen. Jesse Helms (RNC).

McCormack joined the United States Department of State as an international trade consultant. In 1982, President of the United States Ronald Reagan nominated McCormack as Assistant Secretary for Economic and Business Affairs, and McCormack held this office until 1985. At that time, President Reagan named McCormack United States Ambassador to the Organization of American States. In 1989, President George H. W. Bush nominated McCormack as Under Secretary of State for Economic and Agricultural Affairs, and McCormack subsequently held this office from April 14, 1989 until May 3, 1991.

In the early 2000s, McCormack was a counselor of the Center for the Study of the Presidency and from 2004 to 2006 was a Senior Adviser at the Center for Strategic and International Studies. In 2006, he became Vice Chairman of Merrill Lynch.
