It features an 8.9 inch WSVGA(1024×600) widescreen display running on a 1.6 Ghz Intel Atom Diamondville CPU. In the US it has 512 or 1024MB of RAM, 4, 8, or 16GB of SSD Storage and it comes with either its Netbook Remix version of Ubuntu Linux or Windows XP. In the UK, the XP model comes with a 16GB SSD whilst the Ubuntu model comes with 8GB. Both models are currently only available with 1024MB of RAM.

For connectivity the device carries WiFi, and 3 USB ports. In the US an optional 0.3 or 1.3 MP webcam and internal bluetooth is available as an option. In the UK a 1.3 MP webcam comes as standard in the XP model, whilst the Ubuntu spec has both options available at no additional cost. Bluetooth is also standard. The keyboard of the Mini 9 does not have dedicated buttons for the function keys. In order to achieve functions of F1- F10, the user must press the Fn key and the letter that has the function keys as secondary function. The keys that have the function key functionality are from A (which is F1) to the semi- colon key (found after L; which is F10). There are no F11 and F12 keys or functionalities since these are rarely used. Users claim having difficulty getting used to the keyboard during first time of use. Remapping the keyboard to replace the semicolon key with the apostrophe key has proven useful to some Mini 9 users. Images included in the Dell service manual show it containing an unused PCI Express Mini Card slot, which originally indicated a future possible capability upgrade to 3G. Initial units, while retaining the space, do not have the physical connector attached to the mainboard. Vodafone announced in September, 2008 that it had won a bid to exclusively offer the Dell Mini 9 for free with a 2 year contract.
