The New York State Racing and Wagering Board is the official governing body that oversees horse racing, charitable gaming, and Indian casino gaming in New York State. Its main office is located at 1 Broadway Center, Suite 600, Schenectady, NY, 12305.

New York State Racing Commission
The Board was established so as to consolidate the functions of the various existing racing commissions under one central authority. Included in this was the New York State Racing Commission which had been in existence since 1895. With the creation of the Racing and Wagering Board, a reconstituted State Racing Commission was created as to serve as an advisory board.
Original personnel
The first permanent appointment to the Racing and Wagering Board was Joseph H. Boyd, Jr. Governor Nelson Rockefeller appointed him as a member on June 30, 1973. Emil Mosbacher, Jr., the first Chairman of the Board was appointed on August 1, 1973.[1] Dean Alfange was one of the first members.
Current personnel
The Racing and Wagering Board has three board members appointed by the Governor of New York State, with the consent of the state senate.[2] The current governor of New York is David A. Paterson, who designates the chairman of the board.[2] The current chairman of the New York State Racing and Wagering Board is John Sabini, and its members are Daniel D. Hogan and Charles J. Diamond.[2]
Regulatory activities
The board regulates three related fields:
The board promulgates rules and regulations about gaming.[5] The board is also a quasi-judicial body that issues rulings on specific licenses and activities.[6][7]
