Dr. Wiin-Nielsen became the first director of the
European Centre for Medium-Range Weather Forecasts (ECMWF) in January 1974. In 1979, the 8th World MeteorologicalCongress appointed him to be WMO's third Secretary-General, so he left the ECMWF at the end of that year.
