Carter was born into well-known political families on both the paternal and maternal sides. Born prematurely, Carter was not expected to live any longer than three months. Carter has had over thirteen surgeries, which include major
heart operations. He graduated from Oak Forest Academy in Amite, the seat ofTangipahoa Parish , where he was class president. He credits Louisiana Boys State for inspiring his interest inpolitics .Currently
Carter is currently attending
Southeastern Louisiana University in Hammond, where he is majoring inpolitical science . He serves on the executive board of the Louisiana Federation of college Republicans. As well as an adviser to State Representative John Edwards.Political future
Carter has been praised as an upcoming star in the Republican Party because of his age and ability to reach minority voters.
