1932-04-04 ) was a member of thePresidency of the Seventy ofThe Church of Jesus Christ of Latter-day Saints from 1999 to 2002 and has been ageneral authority of the LDS Church since 1989. Banks has also been a president of the church'sJordan River Utah Temple .Banks was born in Murray,
Utah .Among church positions Banks held prior to his call as a general authority was that of
stake president ["Church News",1999-04-20 .] and bishop. From 1987 to 1989 he was president of the church'sScotland Edinburgh Mission.On
1989-04-01 , Banks was called as a member of the Second Quorum of the Seventy; he became a member of the First Quorum of the Seventy in 1992. Among other assignments while a general authority, Banks served for a time as Assistant Director of the church's Historical Department. ["Church News",1998-04-19 , p. Z05] He served as president of the Utah South Area of the church during the late 1990s. ["Church News",1998-11-07 , p. Z5] In 1997, Banks presided at the groundbreaking for theMonticello Utah Temple . ["Church News",1997-11-22 , p. Z3]In 2002, Banks became an
