Khalabat is one of the 44 Union Councils, administrative subdivions, of

Haripur and Tarbella Lake. The town was named after the village Khalabat which was submerged in the Tarbela lake. Khalabat village was the headquarters of the Utmanzai tribe and was famous for citrus fruit gardens throughout the the country. A village of the same name inhabited by the same tribe is also found inSwabi District . The name Khalabat is a combination of two words 'khala' and 'bat'. Khala means upright and bat means stone. There was a ten feet high stone column erected in the ground.The town is inhabited by Pathan Family and Syed Family. Khalabat has always held a prominent position in the electoral politics of the province. Akhter Nawaz Khan 2002-2008,Sardar Saleem Khan Nazim (2000 till date)represented the District in Provincial Assembly.
Akhtar Nawaz Khan was one the great leader of Khalabat,he start his political career from pf 51 he won the election against Sardar Mushtaq and then he was elected as Minster of transport and fishries .Unfortunately town lost him in september 2008.
The population of the town, according to last census held in the country was approximately 33000, which comprises mostly on people from 84 effected villages by Tarbella Dam in 1974. This beautiful town is well planned and is divided in four sectors. Politically it is divided in two union councils named Khalabat Union Council (sector 3 and 4), and Tarbela Union Council (sector 1 and 2. The town has all basic facilities available. Each sector has its own main market, water supply system, separate schools (primary, middle, high, and graduate college) both for boys and girls. Sports competitions are the major events in the town. The Playground of Khalbat is delivering its important role in creating a healthy environment.
Society of Khalabat is very rich in culture and traditions.The institution of 'hujra' still exists in the town.Traditional Pathan sport "makha" is still played in Khalabat.Majority of the people speak Hindko. Pushto is also spoken by a small section of of population though it is understood by all the Pathans.
