Florida Board of Control

The Florida Board of Control (1905-1965) was the statewide governing body for the State University System of Florida, which included all public universities in the state of Florida.

The entity was a result of the 1905 "Buckman Act", a Florida law which created the foundation for higher education in the state of Florida and reorganized higher education into three institutions, segregated by race and gender.

The Board of Control was created in 1905 by Chapter 5384 of the Laws of Florida, and consisted of five citizens appointed by the Governor and a Secretary. It acted under the supervision of the State Board of Education. The Board of Control had jurisdiction over and complete management and control of several institutions, including the University of the State of Florida (University of Florida), the Florida Female College (now Florida State University), and the Institution for the Blind, Deaf and Dumb (Florida School for the Deaf and the Blind), which were also created under the 1905 act. The size of the board was increased to seven citizens in 1951 by Chapter 26887 of the Laws of Florida, and at that time it governed the University of Florida, Florida State University, Florida Agricultural and Mechanical University (for Negroes) and the Florida School for the Deaf and the Blind.

In 1965, the duties of the Board of Control were transferred to the Florida Board of Regents by Chapters 63-204 & 65-318 of the Laws of Florida, which consisted of nine citizens and governed all degree granting state institutions of higher learning.
