"Chill Factor" is a 1999 film, directed by Hugh Johnson, about a chemical weapon that finds its way into the hands of two unwitting civilians. They have to stop the weapon from falling into the hands of terrorists.

Plot

Two mis-matched men, Arlo (Cuba Gooding, Jr.) an Ice Cream truck driver, and Tim (Skeet Ulrich) a convenience store clerk, are forced to team up, and get on each others nerves, when through a series of circumstances they find themselves in possession of a top-secret bio-warfare weapon. The weapon detonates with enormous force when heated to only 50 °F (10 °C).

They have to outwit a disgruntled former United States of America (U.S.) Army officer who had been unjustly imprisoned as a scapegoat, and his team of alienated former Army soldiers-turned-terrorists. The ex-soldiers want to use the weapon against the government for covering up its existence and making them the scapegoats years earlier for their handling of the weapon.

With time running out, and the outdoor temperature rising, Arlo and Tim must outwit their pursuers and try to find a way to dispose of the weapon before they both become dead meat.
