In his current role he oversees the provision of services and establishment and implementation of standards for the intelligence community including development and provision of services on intelink-SBU, interlink-S and intelink-TS. His work for ICES includes support toIntellipedia .Background
Previous experience includes service at the city government level as a police officer in
Cary, North Carolina ; at the county level as a deputy in theWake County Sheriff's Office inRaleigh, North Carolina ; as an instructor of criminal justice at Wake Technical College; and at the state level as director of the Arkansas Commission on Law Enforcement Standards and Training. In addition, Mr. Russell served as a field artillery officer, nuclear and chemical target analyst, and an intelligence officer in theUnited States Army , inUSAREUR and theUnited States .Career

Mr. Russell served with the
Defense Intelligence Agency (DIA) atThe Pentagon , theMissile and Space Intelligence Center inHuntsville, Alabama , and at theDefense Intelligence Analysis Center atBolling Air Force Base inWashington, D.C. DHS
Mr. Russell was selected as the senior DIA representative and senior
counter terrorism analyst to support theDepartment of Homeland Security (DHS) in March 2003. Subsequently, he was selected as the first principal deputy director for the Homeland Security Operations Center where he served until selected as the first director of information sharing and collaboration for the DHS in March 2004.Education
Educational achievements include a Bachelor’s Degree in Public Administration (Summa Cum Laude) from Shaw University in Raleigh, NC, a Master of Public Affairs in Adult and Community College Administration and Criminal Justice Administration from North Carolina State University, and the School for National Security Executive Education (SNSEE) at the
National Defense University .He is married to the former Jeannie Williams of Falkville, Alabama. Their children are Dr. and Mrs. Milligan of Morrilton, Arkansas, Mr. and Mrs. Russell of Huntsville, Alabama, and Mr. and Mrs. Reid of Clifton, Virginia. Their grandchildren are Emolee, Luke, Hannah, Mary Ella, and Harrison.
