According to his biography at the ITU website, he studied at theTechnical Institute of Electronics and Telecommunication of Leningrad (LEIS), receiving a Masters Degree inelectrical engineering , and a Doctor of Philosophy Degree (PhD) from theMoscow Technical University of Communication and Informatics (MTUCI ), inRussia .
