Originally formed as the 18th Division in 1917 as a National Guard division consisting of Arkansas, Louisiana, and Mississippi, the division was re-designated as the 39th Division later that same year.

In World War I, the division deployed to France as a depot division between August and September 1918, and was later stripped of its personnel in order to supply other combat divisions. The division officially returned to the United States in December 1918, and demobilized the following month at Camp Beauregard, Louisiana.

After the war, the division was reorganized by Alabama, Florida, Mississippi, and Louisiana. Because of the change of geographic area, the National Guard requested the division to be re-designated as the 31st Infantry Division. The re-designation was approved on July 1, 1923, and the 39th Division disappeared from the rolls until following World War II.

After World War II, the division was organized as the 39th Infantry Division and assigned to its historical base of Arkansas and Louisiana. It would be deactivated for a final time in 1967.
