Libya signed the Nuclear Non-Proliferation Treaty (NPT) in 1968 and ratified it in 1975 [ [http://www.nti.org/e_research/profiles/Libya/3939.html Country profile] , "Nuclear Threat Initiative" ] . In December 2003, it agreed to dismantle its nuclear program, which Libya claimed was organized to counter Israel's nuclear program.
