Mandate

Its mandate operates through a Special Representative of the United Nations Secretary-General in Iraq. The first such representative was Sérgio Vieira de Mello who was killed in the Canal Hotel bombing on 19 August, 2003. The Special Representative of the Secretary-General Ashraf Qazi was appointed on 14 July 2004 and retired on 18 September 2007. Military Representatives and Guards
