He attendedJackson State University for his undergraduate work before receiving a Master of Divinity degree fromVirginia Union University , a Master of Religious Education from thePresbyterian School of Christian Education , and a Ph.D. from theUniversity of Pittsburgh . After a brief stint in theUnited States Air Force , Burns became aBaptist minister in Baltimore.In the Legislature
Delegate Burns has been deeply involved in government task forces on the legacy of slavery in Maryland, on the impact of
