In the 2004 U.S. Congressional election, he unsuccessfully challenged Democratic U.S. RepresentativeChris Van Hollen ; Floyd ran as a Republican. Floyd lost the race for Maryland's EighthCongressional District , taking only 25% of the vote.During the campaign, Floyd ran on a very conservative platform, especially considering the liberal nature of the district, which had been redrawn two years earlier.
