Serbian Cyrillic : Владимир Јовановић, also spelled in English as Vladimir Yovanovich) (September 28 ,1833 ,Šabac , Serbia -March 3 ,1922 ,Belgrade ,Kingdom of Serbs, Croats and Slovenes ) was aSerbia npolitician ,political theorist ,economist andjournalist .Jovanović was educated at the Universities of Vienna and Berlin in agricultural and economic sciences. In Serbia he was а Professor of Economics at the
Great School (later to become theUniversity of Belgrade ), Minister of Finance, President of theSerbian Scientific Society and an honorary member of theSerbian Royal Academy .In 1863 he went to Britain to try to raise sympathies in Britain for the efforts of Serbia to liberate itself from the
Ottoman Empire . On that occasion he published a pamphlet "The Serbian Nation and the Eastern Question".He was a liberal thinker propagating
individual liberty ,national liberation , andeducation . Jovanović was influenced byJohn Stuart Mill and theBritish parliamentary system .His major work was the "Political Dictionary" (1872). His son was
Slobodan Jovanović the leading Serbian interwarhistorian andjurist .
