Hurley served as a member of theNew Jersey General Assembly , where he represented the 1st legislative district from 1976-1982 and in theNew Jersey Senate from 1982-1990. He was reappointed in 1992 by GovernorJames Florio and in 1997 by GovernorChristine Todd Whitman . OnOctober 29 ,1998 , he was appointed as the Commission's fifth Chairman and served in that capacity until 2002.
