"Flush With Power" is the 82^nd episode in the FOX animated situation comedy series" King of the Hill" and was the 22^nd episode of the fourth season. As a nod to Fox's other long-running animated series "The Simpsons", one scene features a Bart Simpson doll sitting on Bobby's shelf.

Plot

With mandatory water rationing during a drought eliminating the possibility of Hank watering his lawn, Hank switches to a Low-flow toilet, with a lower tank capacity. However it becomes quickly evident that the new toilets are using more water as it takes as many as seven flushes to remove solid waste. When he wants to replace his toilet with the older larger tank capacity, he finds Heimlich County runs into ordinance 631-A, which prohibits installation of the large tank-capacity toilets. In an effort to rid Heimlich County of senseless bureaucracy, and in a last-ditch effort to save his lawn, Hank decides to run for an open seat on the Heimlich County Board of Zoning and Resources, a position he receives immediately because there are no other candidates.

Meanwhile Bobby learns that the Hill's next-door neighbor Kahn is bribing the meter reader in order to have a lusher lawn than Hank. Bobby blackmails him first demanding plenty of baths, then for the use of Kahn's water for his father's lawn.

Later, at his first Zoning and Resources meeting, Hank's proposal to repeal ordinance 621-A is shot down by committee chairman, Nate Hashaway. At the same meeting, Dale requests for a variance to install an electric fence complete with guard tower. Upset that Hank refused to lobby for his fence, Dale declares that Hank is dead to him. Following the meeting, Hashaway offers Hank a free large-capacity toilet, but Hank refuses saying he will obey the law until the law is repealed. Hashaway then approaches Dale to spy on Hank, and a few days later confronts Hank with a photo of Bobby watering his lawn in an attempt to blackmail him into backing down on his effort to repeal the ordinance.

Bobby soon learns that Nate Hashaway is the owner of Hashaway fixtures, and has a financial interest in keeping the ordinance on the books. At the next committee meeting, Hank introduces his bill and before a final vote can be counted, launches a filibuster by reading two-year's worth of Peggy's Musing columns. During the filibuster, other committee members have to use the bathroom and discover that Hank is right about the low capacity toilets, and the ordinance is repealed. Having accomplished his goal and finding politicians distasteful, Hank resigns his seat.
