The Seville and Halifax River Railroad Company was incorporated under Florida state law chapter 3488, approved March 5, 1883, for a railroad beginning at Seville on Lake George, in the county of Volusia, and running thence in an easterly direction, and by the most practicable route to Daytona, on the Halifax river, in said county; "Provided", That upon the completion of the Palatka and Indian River Railroad to a point so far south as to give transportation northward by rail or steamer, the western terminus of the Seville and Halifax River Railroad may be the point of its intersection with said Palatka and Indian River Railroad.
Land grants
The railroad was promised land grants along its line if it began construction within six months and completed the line by February 1, 1885.
Route change
Florida state law chapter 3642, approved February 7, 1885, changed the route to a railroad beginning at Seville on Lake George, in the county of Volusia, and running thence in an easterly direction, and by the most practicable route to a point at or near Daytona, on the Halifax river, in said county; "Provided", That upon the completion of the Palatka and Indian River Railroad to a point so far south as to give transportation northward by rail or steamer, the western terminus of the Seville and Halifax River Railroad may be the point of its intersection with said Palatka and Indian River Railroad.The time of completion was extended to February 1, 1887.
