Idella Moore is the founder and leader of 4ERA.org, a national, single issue non-partisan organization that supports the ratification of the
Equal Rights Amendment .4ERA's campaign is based on a 1995 article by several law students [http://www.4ERA.org/threestate.html] stating that if three more state legislatures ratify the ERA, then Congress can promulgate the amendment and add it to the US Constitution. The number of states needed to ratify the Equal Rights Amendment [http://www.4ERA.org] must rise from 35 to at least 38, in order that the amendment become law. However, because the deadline expired approximately 25 years ago, it is likely that the entire ratification process must start from the beginning (that is, 38 additional ratifications, not just 3, may be required).
Ms. Moore, a former resident of Florida, was active in the unsuccessful effort to get Florida to ratify the ERA during the early 1980's. After the ERA failed to be ratified by the 1982 deadline, Ms Moore left the country. She lived in England for the next 15 years. Coincidentally she returned to the US in the late 1990's just as the reactivation of the campaign to ratify the ERA was beginning. Moore wanted to make 4ERA.org a national single-issue, non-partisan organization for men and women to support the Equal Rights Amendment. The organization now has male and female members in 48 states representing all political parties and all age groups. However, these statistics may not demonstrate much organizational strength or political commitment, given that the only membership requirement is to send an email to the 4era.org website.
