Richard Vaughan, 2nd Earl of Carbery KB, PC (died 3 December 1686) was a Welsh soldier, peer and politician.
The son of the 1st Earl of Carbery and Margaret Meyrick, he was Member of Parliament for Carmarthen from 1624 to 1626 and from 1628 to 1629. Made a Knight of the Order of the Bath (KB) in 1625 or 1626, he succeeded to his father's titles in 1634. On 25 October 1643, he was made Baron Vaughan of Emlyn, in the County of Carmarthen.
Carbery served as Custos Rotulorum of Carmarthenshire from 1630 to 1646 and from 1670 to 1686, for Pembrokeshire from 1643 to 1646 as well as for Cardiganshire from 1644 to 1646 and from 1660 to 1686. Called to the Bar by Gray's Inn in 1637 or 1638, he was a Royalist during the English Civil War. From 1660 to 1672, Carbery was Lord President of Wales, and from 1660 to 1673 Lord Lieutenant of Anglesey and Brecknockshire. Between 1661 and 1679, Carbery was a Member of the Privy Council.
He was married thrice, firstly to Bridget Lloyd, daughter of Thomas Lloyd, secondly to Frances Altham, daughter of Sir James Altham in Acton in Middlesex on 8 August 1637 and thirdly to Lady Alice Egerton, daughter of the 1st Earl of Bridgewater in 1652. He had two sons by his second wife, Francis Vaughan and his heir John Vaughan.
He and his second wife are probably best known for the hospitality extended to Jeremy Taylor at Golden Grove (Gelli Aur) during the Civil War.
