Bruce Michael Bullen (born
15 April 1947 ) is an American government and health care executive located inBoston, Massachusetts . As of August 2008 and current Chief Operating Officer of [http://www.harvardpilgrim.org] Harvard Pilgrim Health Care, a non-profit healthcare services entity formed from the merger of the Harvard Community Health Plan and Pilgrim Health Care. Bullen is its Chief Operating Officer, and Harvard Pilgrim has been ranked as the best or one of the top three health plans in America three years in a row.Mr. Bullen was the former Commissioner of the Division of Medical Assistance in Massachusetts (DMA), where he was responsible for the administration of the Medicaid program. Prior to DMA, Bullen worked on the Senate Budget Ways & Means Committee. At DMA, Bullen was described as one of the most visionary and respected Medicaid directors in the country ["Value Purchasers in Health Care: Seven Case Studies," Milbank Memorial Fund. In 1999, Bullen left state government to become Chief Operating Officer at the troubled
Harvard Pilgrim Health Plan , which was falling into bankruptcy. Today, Harvard Pilgrim Health Care has over 1,000,000 members and is the highest rated health care plan in New England. Harvard Pilgrim Health Care was also named the #1 health plan in America in a joint ranking by U.S. News & World Report and the National Committee for Quality Assurance (NCQA).
