Upper Norwood ,South London . It stands in both theLondon Borough of Croydon and theLondon Borough of Lambeth . It is located on Westow Hill, in Crystal Palace town centre.Upper Norwood Joint Library is an independent library service. It is funded by Croydon and Lambeth Councils, but is not part of either borough's library services. It has its own policies and procedures and is managed by a Joint Committee of councillors (four from each borough), currently chaired by Cllr Graham Pycock. Upper Norwood Library also has its own membership procedures and circulation system and does not accept Lambeth or Croydon library membership cards. It cannot accept (or renew) returned books or other items from Lambeth or Croydon libraries.
The Upper Norwood Joint Library receives money from Lambeth and Croydon Councils.
Labour-controlled Croydon failed to increase their contribution between 1992-2006 despite an agreement that they should contribute the same amount as Lambeth Council. Now under Conservative control, Croydon is starting to make good its accumulated shortfall.
